Explanation
This legislation authorizes the Director of Public Utilities to enter into a contract with Dreier & Maller, Inc. in an amount not to exceed $300,000.00, in connection with the Alum Creek Storm Tank Cleaning Project. This ordinance further requests the Columbus City Council to waive the competitive procurement provisions of the Columbus City Code.
In order to optimize sewer performance and minimize overflows from the sewer, the Division of Sewerage and Drainage desires to clean the Alum Creek Storm Tank. The tank was completed in 1932 and has not been thoroughly cleaned in approximately 35 years. The work will consist of removal and disposal of debris from the tank.
Because of the critical nature of the work an RFP was developed in house and sent to eight contractors deemed qualified to perform the work. Attendance at a pre-bid meeting was required. Pipe Eyes, Dreier & Maller, Inc. and Metropolitan Environmental Services, Inc. attended the pre-bid meeting. RFPs were received from Dreier & Maller, Inc. and Metropolitan Environmental Services, Inc. The evaluation committee chose Dreier & Maller, Inc. as the best proposal. Their proposal will require no destruction of any of the existing structure to gain access to the interior. Their proposal totals $264, 130.00. Since quantities are estimated, the division is requesting legislation for $300,000.00.
