Explanation
BACKGROUND: To modify and extend the existing city-wide contract for the option to purchase Tree & Stump Removal Service for the Water Division, the largest user to and including April 30, 2004. Formal bids were opened by the Purchasing Office on November 20, 2000. The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06. (Proposal No. SO002257BGB). Contract number FL000649, with Apple Tree Service was established in accordance with bids received. Their contract compliance number is 31-1596926.
1. Amount of additional funds: No funding is required to extend the option contract.
2. Reason additional needs were not foreseen: Needs were foreseen, an extension is provided for in the original contract
3. Reason other procurement processes not used: The same exact product is required as originally bid. No lower pricing/more attractive terms and conditions are anticipated at this time. Expanded specifications are being developed for bid in early 2004
4. How cost was determined: The cost, terms and conditions are the same as originally bid.
FISCAL IMPACT: No funding is required to extend the option contract. The Water Division must set aside their own funding for their estimated expenditures.
In order to provide uninterrupted service this ordinance is being submitted as an emergency.

To authorize and direct the Finance Director to modify and extend the citywide contract for the option to purchase Tree & Stump Removal Service, with Apple Tree Service, and to declare an emergency.

WHEREAS, the Purchasing Office advertised and solicited formal bids, and selected the lowest bid; and
WHEREAS, vendor has agreed to extend FL000649 at current prices and conditions to and including April 30, 2004, and it is in the best interest of the City to exercise this option; and
