Explanation
Ordinance 1876-2000 established the "Mayor's Charitable Trust Fund (hereafter referred to as fund 224) to fund "scholarships, education, training, employment, learning, recreation, extended day care programs, fitness, cultural, health, learning tools, supportive services and equipment." These services were provided through the Office of Education's Capital Kids program, which was primarily supported by general and CDBG funds, but was often supplemented by funding from fund 224. In 2009, however, on-going budget challenges resulted in the elimination of the Office of Education. Some activities, previously housed in Education, including the Capital Kids program, were transferred to the Department of Recreation and Parks. As fund 224 was established to fund the activities of the Capital Kids program, it is necessary to transfer authority of this fund to the Department of Recreation and Parks, thereby giving its Director full authority to make expenditures from it for programming expenses related to the Capital Kids program.
Contributions to fund 224 come from individual and corporate donors as well as foundation support. Upon transfer to Recreation and Parks, expenditures of these monies will continue to be limited to those noted above. Additionally, it is the intent of this ordinance that these services continue to be provided through the Capital Kids program.
FISCAL IMPACT: There is no fiscal impact of this ordinance.
Title
To authorize the City Auditor to transfer authority of the Mayor's Charitable Trust Fund from the Department of Education to the Department of Recreation and Parks to be used solely for services provided through the Capital Kids program, to authorize the Recreation and Parks Director to act on behalf of the City with all powers and authority over the aforementioned fund formerly granted to the Education Director, and to declare an emergency.
