Explanation

BACKGROUND: Due to the aging process and declining health of police canine "Robbie", the Division of Police requests that canine "Robbie" be retired and sold to his handler Officer Randall Kinzel, who is willing to provide a home for "Robbie" as a pet. Canine "Robbie" has served the Division of Police well since 2000 but has become noticeably slower and sluggish in police training scenarios and drug sniffing deployments. As a result of these events, it is necessary to retire canine "Robbie" from active police service. Additionally, the Division of Police Legal Bureau has developed a general release document that relinquishes the City of Columbus from any liability as it relates to the post retirement care and control of canine "Robbie," and assigns that liability to Officer Kinzel. Upon approval of this recommendation, the legal form with one dollar will be submitted.

FISCAL IMPACT: This ordinance authorizes the sale of a police dog for one dollar to police officer Randall Kinzel. A replacement dog has been purchased from Seizure Funds this year. There is no impact on the financial status of the General Fund.
