Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Carrier Commercial Service for the replacement of a chiller at the Police Academy, 2609 McKinley Avenue. In June, the forty year old chiller started running at half-capacity. It was losing refrigerant at a significant rate, thereby raising the refrigerant costs of the Facilities Management Division. On June 25, 2004, a Mayor's Emergency was declared. It was determined it was necessary to replace the chiller due to the fact that the HVAC system could not maintain a controlled climate in increasing summer temperatures and the costs of increased refrigerant. Due to the Mayor's Emergency, formal competitive bidding requirements were waived. Informal bids were received as follows.
Carrier Commercial Service $46,318.00
Axiom Mechanical Services $67,250.00
Trane $67,650.81
This bid prices included an $8,000.00 contingency. Due to a typographical error in the Mayor's Emergency Letter, the lowest bid was listed as $45,318.00 and this is what was authorized by the Mayor. Due to the contractor indicating that the project will be completed within the authorized amount, this ordinance will authorize the expenditure of $45,318.00.
Fiscal Impact: The Police Division budgeted $4.2 million in the 2004 Capital Improvements Budget for Police Facility Renovations. The cost to replace the chiller is $45,318.00. Carrier Commercial Services Contract Compliance #06-0991716, exp. 11/19/2006.
Emergency action is requested in order to reimburse Carrier Commercial Service for costs incurred in the replacement of the chiller.
