Explanation
BACKGROUND: The Board of Health established a $15,000 agreement with the Central Ohio Poison
Center in July 2004 to provide knowledge, experience and expertise in poison prevention, assessment,
treatment, and mass immunization/prophylaxis consultant services in central Ohio related to the update and
re-write of the "Concept of Operations" and "Biological Response Plan". This ordinance is needed to modify
a contract with the Central Ohio Poison Center for $15,000 for the time period ending May 31, 2005. This
contract modification will provide funding to support the capacity to communicate with fire, law enforcement,
public health and hospitals in the event of a public health emergency.
Why couldn't the need for the additional services be foreseen when the contract was originally awarded? The scope of services has been revised since the original Agreement was awarded. It has become necessary to establish compatible communication systems with existing public health communication systems.
Why would it not be in the City's best interest to have the additional contract requirement awarded through competitive bidding? The contract is being awarded in accordance with the purpose of emergency preparedness monies provided by the Metropolitan Medical Response System federal program.
How was the price for the additional goods or services determined? Through existing universal term contracts and negotiations.
What is the additional amount to be expended under the modification?
