Explanation
BACKGROUND: This ordinance authorizes the Board of Health to accept and appropriate $137,500.00 in grant funds from the U.S. Department of Transportation through the Ohio Department of Public Safety, for the FY27 Safe Communities grant program, for the period of October 1, 2026 through September 30, 2027.
The Safe Communities program provides expanded traffic safety services through the dissemination of safety awareness and education forums throughout Columbus and Franklin County.
EMERGENCY DESIGNATION:
This ordinance is submitted as an emergency measure to ensure immediate acceptance of grant funds, prevent any disruption or lapse in grant-funded operations, and maintain continuous public safety programming, educational outreach, and fatal crash data review committee activities without interruption beginning October 1, 2026. Immediate action is necessary to ensure timely compliance with state funding timelines, maintain active traffic safety initiatives across Columbus and Franklin County, and protect the immediate peace, health, safety, and welfare of the community.
FISCAL IMPACT: The Safe Communities Program is entirely funded by the grant from the U.S. Department of Transportation through the Ohio Department of Public Safety and does not generate revenue or require a City Match ($137,500.00).
