Explanation
1. BACKGROUND:
A.) Need: This legislation authorizes the Director of Public Utilities to modify the construction contract with Reynolds, Inc., for the Adena Brook Ravine Area Sanitary Sewer Improvements Project; to transfer $38,587.50 within the Voted Sanitary Sewer Bond Fund; and to amend the 2007 Capital Improvements Budget.
This modification will provide for the payment of five ADS FlowShark flow monitoring devices that the Division of Sewerage and Drainage has determined to be beneficial and necessary in order to provide detailed capacity information for the Clintonville community area. This modification is necessary to provide separate funding for the equipment, because the Ohio Water Development Authority (OWDA) rejected these items as ineligible for payment within a change order, under the terms of the loan.
The Division has standardized installing this equipment for all Clintonville community Inflow/Infiltration projects, in order to quantify the reduction of inflow and infiltration that the improvements have had upon their capacity. The Division, through a contract with Metcalf and Eddy, has previously collected pre-rehabilitation flow data for these project areas. This information is needed for engineering personnel to determine what additional downstream infrastructure rehabilitation/replacement projects will be required to continue enhance infrastructure capacity.

2.) FISCAL IMPACT: This legislation includes a transfer of cash between projects within the Sanitary Sewer Bond Fund and an amendment of the 2007 Capital Improvements Budget to establish sufficient funds and budget authority to cover the expenditure of $38,587.50 upon passage of this ordinance.
