Explanation
BACKGROUND: The City of Columbus Division of Police has been awarded a FY09 Justice Assistance Grant (JAG) to defray costs associated with hosting the 6th Annual East African Area Studies Group International Conference. It is anticipated that the grant funds will only be utilized if there is a short fall in funds received through the registration process. The increase in the United States and locally in the population of individuals from the Horn of Africa creates unique challenges for law enforcement via cultural differences and language barriers. The three day conference will cover a variety of subjects that will aid law enforcement professionals in their efforts to police in these expanding communities. The Columbus Division of Police will be collaborating with several federal, state and local law enforcement agencies and it is expected that the conference will have over 300 attendees. The City must act as a sub-grantee to the Franklin County Office of Homeland Security and Justice Programs according to the federal grant guidelines. Therefore, the Mayor is required to sign a sub-grantee award and contract documents to accept the award on behalf of the City. EMERGENCY DESIGNATION: Emergency legislations is needed to prepare for city grant accounting activity by the April 1, 2011 start of the grant project period.
FISCAL IMPACT: This ordinance authorizes the appropriation of $39,600.00 in the General Government Grant fund for the East African Area Studies Group International Conference. There are no matching funds required for this grant award. All grant expenditures will be reimbursed by the grant awarded funding.
