Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase absorbent materials and spill containment products with Fastenal Company and W.W. Grainger Inc. dba Grainger. The contract is for city wide use for spill containment. Absorbent pads, granular materials, mats, and spill-proof pallets are used by Fleet Management, Public Utilities, and Public Service to keep work areas safe and clean. The term of the proposed option contract would be approximately two (2) years, expiring December 31, 2027, with the option to renew for one (1) additional year or a portion thereof. The Purchasing Office opened formal bids on November 27, 2025. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO003264
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ031606). Two (2) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Fastenal Company, CC# 007823, expires October 17, 2027, Items: 1, 5, 6, 7, 8, 10, 13, 15, 16, 17, 18, $1.00
W.W.Grainger Inc. dba Grainger, CC#007170, expires December 18, 2027, Items: 2, 3, 4, 9, 11, 12, 14, 19, 20, 21, 22. $1.00
Total Estimated Annual Expenditure: $50,000.00, by Fleet Management, Public Utilities, and Public Service, as the primary users.
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to make funding immediately available to replenish inventory of spill and absorbent material supplies as this contract expired August 31, 2025.
