Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into contract for Sludge Storage Tanks Seam Repair for the Division of Sewerage and Drainage, Jackson Pike Wastewater Treatment Plant with T. Luckey Sons Inc.
The Jackson Pike Wastewater Treatment Plant operates six (6) sludge storage tanks. Currently sludge storage tanks SS1 and SS4 located at the Jackson Pike Wastewater Treatment Plant are emptied and out of service. The work includes sealing leaks in the walls and floors of the storage tanks SS1 and SS4. The leaks are occurring at the seam where the walls meet. The funds being requested in this legislation includes base bid plus contingency monies.
The Director of Public Utilities opened formal bids on March 2, 2005. Nine (9) bids were received. Six (6) companies were deemed non-responsive for failure to submit a complete proposal package as specified in the proposal language. Below is the tabulation of those bids:

FISCAL IMPACT: $69,450.00 is budgeted and needed for this project.
Emergency legislation is being requested so that the repairs can be made and the use of the two (2) sludge storage tanks can resume operation.
