Explanation
Need: The City of Columbus Division of Police has been awarded funding through the FY2007 COPS Technology Program. This program provides funding to local and state law enforcement agencies for the procurement of technology focusing on data information-sharing and/or an enhancement of voice interoperability with regional, state and federal partners. It will support projects aimed at facilitating the sharing of information, either data or voice, across multiple jurisdictions within a region or state with the ultimate objective of increasing public safety. The Central Ohio Data Sharing Initiative was awarded funds for the purchase of standardized hardware/software consisting of mobile laptop computers, a web-based mug shot system and hand-held radios with state-wide communication capability. The official city program contact authorized to act in connection with this $6,219,720.00 36 month project is Technical Services Bureau Police Lieutenant, Ramona Patts. The project includes the federal award and required local match for the following approved grant budget expenditures:
Mobile Data Computer Laptops with modems (estimated #587) = $3,991,600.00
Marcs 800 MHz Radios (estimated #300) = $1,500,000.00
Server for radio IP Software (1) = $8,000.00
Mugshot Database with 2 yrs maintenance (1) = $265,000.00
Radio IP Mobile Router Client and Server Software with 2 yrs maintenance (estimated #787) = $440,720.00
Travel and Training for required Kickoff conference = $10,200.00
Travel and Training at additional workshop = $4,200.00
FISCAL IMPACT:
The required city cash match of $1,554,930.00 will be included in requests for the 2008 Capital Improvement Budget. The city match amount can be met during the three year award period to go with the federal award amount of $4,664,790.00.
