Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into an agreement with GSP/OH, Inc., to provide environmental management system development and implementation assistance for the Department of Public Utilities. The services will be conducted for all sections within the Department of Public Utilities. It is requested that this ordinance be handled in an emergency manner in order to expedite the departmental goal of achieving absolute environmental compliance.
The contract will provide the Department of Public Utilities with guidance through an Environmental Management System (EMS) development and implementation process and provide environmental management system development and implementation assistance when requested by the Department. The EMS will establish a well-defined environmental program structure, through the identification of roles and responsibilities of City staff and the adoption of policies, training, and procedures, to achieve long-term environmental regulatory compliance and reduce the Department's overall environmental impact. The consultant will prepare detailed task orders describing specific task activities, estimated levels of effort, and schedules that conform to the following general task descriptions and attached estimated project schedule. The Director of Public Utilities received Request for Proposals on July 31, 2008. Three (3) proposals were received. A complete evaluation of those proposals is attached.
After completing the evaluations and interviews the selection committee recommended an award be made to GSP/OH, Inc.
Services under this agreement are to be provided over a period of three years. Funds for the project shall be reviewed and approved each year of the three year contract by City Council and the Mayor, and Auditor's certification of funds.
