Explanation
This ordinance authorizes the Public Service Director to enter into a professional services contract for 2004 Traffic Calming Program - General Engineering Services projects with Columbus Engineering Consultants, Inc., in the amount of $100,000.00. The City has established the Traffic Calming Program to identify impacts of vehicular traffic on livability and neighborhood mobility (i.e., bicycle and pedestrian traffic). It is the goal of this contract to provide construction documents for the 2004 and (potentially) the 2005 construction seasons. Traffic calming project locations will be selected by the City and it will be the job of the consultant to provide construction plans as well as the engineering and design of the traffic calming measures in a timely manner.
The selection process for the professional services contract has been completed in accordance with provisions of Chapter 329.14 of Columbus City Codes 1959. Ten firms submitted proposals: R. D. Zande and Associates, Inc.; Woolpert LLP; Columbus Engineering Consultants, Inc.; EMH&T, Inc.; E.P. Ferris and Associates, Inc.; Kabil Associates; Korda/Nemeth Engineering, Inc.; ms consultants, Inc.; Barr Engineering, Inc. and GPD Group. The evaluation committee determined that Columbus Engineering Consultants, Inc., CC No. 31-0716498 expiring April 9, 2005, submitted the best overall proposal for this work.
The sum of $100,000.00 is budgeted and available in the 1995, 1999 Voted Streets and Highways Fund from the November 2002 bond sale. This ordinance transfers monies between projects within that Fund. The Transportation Division may submit future legislation to modify this contract to include the 2005 component once the 2005 program is better defined.
