Title: To authorize the Director of Public Safety to amend the contract with the Community Crime Patrol, Inc. to extend services provided by citizen patrollers to assist the Division of Police in the control and prevention of crime in Franklinton and to replace bulletproof vests used by these patrollers; to authorize the expenditure of $135,000.00 from the Public Safety Initiatives Fund; and to declare an emergency. Explanation

BACKGROUND: This legislation authorizes the Director of Public Safety to enter into an expanded agreement with the Community Crime Patrol, Inc. to assist the Division of Police in identifying suspicious activities indicative of criminal behavior and reporting them to the division. This will expand the activities of the patrollers that are currently taking place in the Franklinton area.

Council member Kevin Boyce launched the Franklinton Health, Safety, and Crime Prevention Campaign in November 2005, which is a comprehensive pilot program with the goal of finding collaborative solutions to neighborhood issues. As a result of some of the issues that have been discussed in the meetings, Council member Boyce, along with Councilmember Mentel now recommend this expenditure to expand the services of the Community Crime Patrol in the Franklinton area. In addition to patrol duties, the CCP will also aid in the code enforcement process in the Franklinton area.
Additionally, the Franklinton Area Commision voted to approve this expansion.

In addition to the expenditure for the expanded services in Franklinton, this legislation will authorize $10,000 for the replacement of bulletproof vests that are used by the Community Crime Patrol.


FISCAL IMPACT: This contract has been funded at $350,000 in 2003, 2004 and in 2005. Funds for the extension of this contract, as well as the purchase of vests are budgeted at $135,000 within the Public Safety Initiatives Fund.
