Explanation

BACKGROUND: This ordinance appropriates monies within the Community Development Block Grant Fund (CDBG) to various departments and offices of the government of the City of Columbus for the twelve months ending December 31, 2011.

This legislation represents appropriation for the CDBG portion of the 2011 Consolidated Plan Action Plan, per Ordinance 1489-2010, passed on 11/9/2010, with certain adjustments. The following budget amendments, an increase of $162,885, are included in this appropriation legislation:

$100,000 to the Department of Development for the implementation of the Urban Initiative program which was delayed from 2010;

$14,940 to the Health Department to restore the Sexual Health Awareness program to the 2010 CDBG funding level;

$17,055 to the Department of Recreation and Parks to restore the School's Out program to the 2010 CDBG funding level; and

$30,890 to the Department of Recreation and Parks to restore programming for center city recreation facilities to the 2010 CDBG funding level.

FISCAL IMPACT: This legislation totals $8,400,584.00 for the 2011 CDBG programs. These amounts are supported by 2011 estimates of an entitlement award from the U.S. Department of Housing & Urban Development (HUD), housing and economic development loan repayments, reprogramming of prior year projects, and other miscellaneous revenues.

This legislation is presented as an emergency for the effective implementation of 2011 CDBG programs and ongoing city operations.
