Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a construction contract with Reynolds Inliner, LLC for the Beulah Road Trunk Sewer Rehabilitation Project for the Division of Sewerage and Drainage. Work to be completed by this contract consists of the emergency rehabilitation of 4300 feet of 30" sanitary sewer located in the Glen Echo ravine using Cured-in-Place Pipe technology, the reconstruction and/or rehabilitation of all associated manholes, and stream restoration to mitigate erosion of the streambanks.
Competitive bidding for this project was waived due to the immediate need for work to begin. The Beulah Road Trunk Sewer is leaking sewage into the Glen Echo Ravine. An existing contract to line portions of the sewer in the near vacinity was already completed, but these efforts showed to be unsuccessful. Further field investigations lead us to believe that lining the portion of the 30" Beulah Road Trunk Sewer within Glen Echo Ravine will eliminate this leak. Due to this infraction the OEPA is fining the City $1,500.00 per day until it is resolved. Plans were provided to the only local contractors that are capable of performing this work - Kokosing and Reynolds. A pre-bid meeting was held with these contractors where the emergency nature of the work was explained and specific project details were discussed. Both contractors provided written cost proposals to the city in response to our solicitation and Reynolds was deemed as the provider of services for the project.
The Engineer's construction cost estimate was $3,048,553.13.
