Explanation

Need: The Civil Service Commission needs to modify and increase the maximum authorized expenditure in the contract with the Association for Psychotherapy, Inc. for the psychological screening of police officer applicants who were hired and who started at the Police Academy on July 16, 2007, and for the psychological screening of police officer applicants that are to be hired for the Police Academy class that begins on December 17, 2007.

The contract was funded with monies from the Department of Public Safety, Division of Police budget.

When the funds were exhausted, the Department of Public Safety and the Civil Service Commission submitted ordinance 1126-2007, which City Council passed on July 23, 2007. Ordinance 1690-2007, passed by City Council on November 5, 2007, corrected that technical error and transferred $27,500 from the Department of Public Safety to the Civil Service Commission, solely for the purpose of funding the psychological screening of police officer applicants. However, the amount transferred was insufficient to pay for the screenings already conducted in preparation for the police officer applicants that are to be hired for the Police Academy class that begins on December 17, 2007.

On November 26, 2007, City Coun...
