Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a contract for the construction of the Resurfacing - Preventive Surface Treatments (Slurry Seal) project.

This project Slurry Seals one hundred and forty nine (149) city streets and Micro-Surfaces three (3) city streets. The slurry seal and micro-surfacing processes apply a thin coat of liquid asphalt and stone across the existing pavement in order to extend the life of the roadway.

The estimated Notice to Proceed date is June 13, 2011. The contract length is 100 calendar days from the Notice to Proceed date. The project was let by the Office of Support Services through vendor services. 2 bids were received on April 21, 2011 (2 majority) and tabulated on April 22, 2011 as follows:

American Pavements, Inc. contract compliance number is 311409601 and expires 12/9/11.

3. FISCAL IMPACT
Funding authority for this project is budgeted within the 2011 Capital Improvement Budget in the Resurfacing Project. This expense can be accommodated by appropriating and transferring funds needed in the amount of $657,136.28 from the Special Income Tax Fund. Bonds have yet to be sold for the whole project, necessitating a certification of $657,136.28 against the Special Income Tax Fund. Upon sale of bonds, this will be reimbursed.
