Explanation
Need: An additional appropriation is needed to provide funds to pay sworn overtime for the ongoing S.T.O.P. Teenage Opportunity to Purchase Program. The Columbus Division of Police is collaborating with the Franklin County Sheriff's Office and other local law enforcement agencies to reduce the opportunity for juveniles to purchase alcohol throughout Franklin County. The S.T.O.P. program will provide reimbursement for the sworn overtime pay. Timely accounting for this program on the city system will require emergency legislation to make the appropriated funds available for 2007 activities.
FISCAL IMPACT:
All funds appropriated are reimbursable from the S.T.O.P. program; therefore there will be no effect on the financial status of the General Fund.
Emergency Designation: Emergency legislation is needed to make the appropriated funds available for city accounting activities in 2007. Emergency status will allow the financial transactions to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

To authorize an additional appropriation of $20,000.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs associated with the S.T.O.P. program; and to declare an emergency. ($20,000.00)

WHEREAS, the Columbus Division of Police will continue to participate on an overtime basis in S.T.O.P. program activities to reduce the opportunity for juveniles to purchase alcohol; and
WHEREAS, the Franklin County Sheriff's Offices has funding for the reimbursement of S.T.O.P. program overtime pay; and
WHEREAS, an additional appropriation is needed for the S.T.O.P. program overtime pay costs; and
