Explanation
BACKGROUND: The Board of Health has a need to make funds
available to modify and increase a contract with Neighborhood House, Inc.,
which is a community-based, not-for-profit organization. The Columbus
Health Department has been awarded an additional grant award of $94,697
from the U.S. Department of Health and Human Services to fund the
Healthy Start Program through July 31, 2004. Neighborhood House Inc.
will provide care coordination/case management services to pregnant and
parenting women in the target areas of South Linden, the Near East and the
Near South for the Federal Healthy Start grant program. The grant funds
awarded provide for an increased contract with Neighborhood House Inc.
for an additional amount not to exceed $54,225
Emergency action is required to ensure the continued operation of the
Healthy Start program.
FISCAL IMPACT: This contract is entirely funded by a grant from the
U.S. Department of Health and Human Services. The program does not
generate revenue or require a City match.

WHEREAS, funding is available from the U.S. Department of Health and Human Services to modify and increase a contract with Neighborhood House Inc., to provide care coordination and case management services for the Healthy Start grant program; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contracts with Neighborhood House Inc. for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
