Explanation
This ordinance authorizes the Director of the Department of Technology, on behalf of the Civil Service Commission, to enter into an agreement with Governmentjobs.com, Inc. (also known as NeoGov) for application hosting services.

NeoGov is used by the Civil Service Commission for the support of the Insight Enterprise applicant and the test management software system, Biddle software and candidate text messaging. Utilizing this system, Civil Service can do online job analysis data collection and offsite testing, test management and candidate text messaging, all critical to the Commission’s mission. This year's contract will be expanding the services to include the eSkill Pre-Employment Integration and software subscription and setup for the Attract Candidate Relationship Management Software.

The original agreement with NeoGov (ED038195) was established March 11, 2009 and was most recently modified with the passage of ordinance 2747-2023, passed on November 6, 2023, in the amount of $91,644.85. The term of this agreement will be for one (1) year, beginning on January 1, 2025 and ending on December 31, 2025 at a cost of $196,571.56.

This ordinance requests approval to continue services provided by Governmentjobs.com, Inc (also known as NeoGov) in accordance with sole source procurement provisions of Section 329 of the Columbus City Code; as it has been determined Governmentjobs.com, Inc (also known as NeoGov) is the sole distributor of the application hosting services.

Finally, this ordinance authorizes the expenditure of $196,571.56 to fund the aforementioned agreement.
