Explanation
BACKGROUND: As per the recommendations of the Water Beyond 2000 project, this contract will provide for a production study to evaluate the feasibility and changes required to increase the current design capacity of the Dublin Road Water Plant from 65 mgd to 90 mgd, while maintaining water quality and compliance with existing and future regulatory requirements. Full scale and pilot scale demonstrations are required by Ohio EPA for approval. This legislation authorizes the expenditure for the evaluation. The expenditure for the demonstrations will be authorized by a future modification when the scope of services can be better defined from the results of the evaluation.
A total of four (4) statements were received in response to the advertised Request for Statement of Qualifications (RFQ). None of the responses were from MBE/FBE firms. A five (5) member evaluation committee evaluated and determined that all offerors were qualified based on the evaluation criteria specified in the RFQ: qualifications of staff, specialized experience, professional qualifications, past performance, meeting schedules and budgets, and location of staff. All firms submitted technical proposals and made presentations. Metcalf & Eddy of Ohio, Inc. was ranked as the most responsive based on the quality, feasibility, and comprehensiveness of their proposal.
FISCAL IMPACT: This project is included in the 2002 CIB and $250,000.00 is budgeted.

To authorize the Director of Public Utilities to enter into a contract with Metcalf & Eddy of Ohio, Inc. for the Dublin Road Water Plant Treatment Capacity Increase Study and Evaluation, for the Division of Water, to authorize the expenditure of $485,125.00 from the Waterworks Enlargement Voted 1991 Bonds Fund, to amend the 2002 C.I.B., and to authorize the City Auditor to transfer funds within the Waterworks Enlargement Voted 1991 Bonds Fund.
