Explanation

BACKGROUND:
This ordinance authorizes the Director of the Department of Technology to enter into a contract with Vaske Computer Inc. for Oracle Software Licenses, Maintenance and Support services.

Oracle software is one of the fastest, most scalable and reliable databases in industry providing a feature rich platform for business process implementation. Oracle is the database engine behind multiple applications in the City of Columbus such as: Accela, CUBS and WAM to name a few. Critical business functions will be impacted without this renewal.

The Department of Technology solicited bids through RFQ032180. The bid was formally advertised on Vendor Services and the city received two (2) responses on March 19, 2026. The responding firms were:

Vaske Computer Inc. $1,048,972.65
DLT Solutions LLC $1,060,039.45

Award is to be made to Vaske Computer Inc., who as the lowest responsive and responsible and best bidder for their bid of $1,048,972.65.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Vaske Computer Inc

The term of this agreement shall be from June 1, 2026 through May 31, 2027. This agreement is not subject to automatic renewal. However, upon mutual agreement, to include same pricing and terms and conditions as those set forth, the services may be continued for three (3) additional one-year terms.

FISCAL IMPACT:
The funds for this expenditure have been identified and are available within the Department of Technology, Information Services Division, Information Services Operating Fund for a total cost of $1,048,972.65.

EMERGENCY DESIGNATION:
Emergency designation is being requested for these services that are necessary to support daily operation activities, to ensure no service interruption, and to establish a purchase order at the earliest possible date.
