Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into a construction contract for the Southerly Wastewater Treatment Plant Digester Rehabilitation Project for the Division of Sewerage and Drainage; appropriates the proceeds of an Ohio Water Development Authority loan; amends the 2005 Capital Improvements Budget; and authorizes the expenditure of funds from the loan for the construction contract.
The improvements in this project will rehabilitate six existing, forty year old sludge digestion process tanks with current process technology, and provide three additional tanks, all in order to enhance the assured wastewater treatment capacity of the Southerly plant.
The construction contract was advertised in the City Bulletin, and two bids were received on September 21, 2005, as follows:
1) Crace Construction Co., Inc. [Majority firm] | $32,949,400.00
2) Kokosing Construction Co., Inc. [Majority firm] | $37,712,400.00
3) Engineer's Estimate| $39,000,000.00
2. FISCAL IMPACT:
This legislation appropriates a total of $38,700,522.25 from the OWDA Loan that will be utilized for the subject project. $5,760,122.25 is for the cost of a professional engineering services contract modification with RD Zande & Assoc., in connection with additional design services, construction management and inspection services (See Ord. 2181-2005).
3. EMERGENCY DESIGNATION:
The Division of Sewerage and Drainage requests that City Council concur in the designation of this ordinance as an Emergency measure, in order to assure that the construction contract work may begin immediately to preserve the anticipated project schedule, to assure minimum final costs to the City, and to comply with the schedule commitments in the Ohio Water Development Authority loan agreement.
