Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Central Ohio Building Company for the renovation of the garage entry area at City Hall, 90 West Broad Street. This project will involve the removal of the ramp to the City Hall garage, installation of pavers that are consistent with the improvements to be made around the former Central Safety Building, and improved drainage. The guard shack will be relocated to the top of the ramp, bollards to provide for easier and safer pedestrian access will be installed, as well as lighting. Lastly, the entrance and exit ways to the garage will be reversed to allow safe access to the building once the signal at Gay and Front Streets is changed to allow for two-way traffic access from the City Hall Complex.
Formal bids were solicited and two companies submitted bids on April 7, 2011 (0 MBE, 0 FBE) as follows:
Central Ohio Building Company $285,900.00
Elford, Inc. $315,000.00
The Office of Construction Management recommends the bid award be made to the most responsive and responsible bidder, Central Ohio Building Company.
Emergency action is requested so the work may begin as quickly as possible to increase security for City employees, users, and visitors to the facility.
Central Ohio Building Company Contract Compliance No. 31-0814382, expiration date April 20, 2012.
Fiscal Impact: The cost of this contract is $285,900.00. The current unencumbered cash balance in the Construction Management Capital Improvement Fund - Security Improvements, Downtown Campus is $200,000.00. Funding is also available in the Gov'l Super B.A.B.'s (Build America Bonds) Fund - Old Police Headquarters, in the amount of $42,000.00. An additional $43,900.00 will be transferred between projects within the Construction Management Capital Improvement Fund.
