Title: To authorize the Finance and Management Director to associate the General Budget Reservation resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of ADS Flow Monitoring Parts and Services for the Division of Sewerage and Drainage, Sewer System Engineering Section; to authorize the expenditure of $220,000.00 from the Sewerage Operating Fund; and to declare an emergency. Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to associate the General Budget Reservation resulting from this ordinance with the following Universal Term Contract Purchase Agreement listed below for the Division of Sewerage and Drainage. The contract will be used by the Sewer System Engineering Section (SSES) to purchase replacement parts and services for flow monitoring equipment that is used to monitor the flow of storm water throughout the City’s sewage system. The Division of Sewerage and Drainage owns approximately 250 ADS Flow Meters and Rain Gauges. Services are limited to repair of equipment that is shipped to the supplier for repair, data analysis of flow data sent electronically and performed remotely and for local on- site field services for equipment in flow monitoring manhole sites.

The Purchase Agreement association listed requires approval by City Council in order for the division to expend more than $100,000.00, per Columbus City Code Section 329.

EMERGENCY DESIGNATION: The Department of Public Utilities respectfully requests this legislation be considered to maintain the flow monitoring and reporting without interruption.

VENDOR: ADS Environmental Services LLC (ADS LLC), vendor #010326, exp. 1/5/26, majority vendor

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: $220,000.00 is budgeted and needed for this purchase. This ordinance is contingent on the passage of the 2025 Operating Budget, Ordinance 3036-2024.
