CITY DEPARTMENTS' RECOMMENDATION: Approval. The site is developed with a former religious facility in the R-3, Residential District. Ordinance #0815-2026 (CV25-080) was recently passed to allow the existing building to be re-purposed as a daycare center. The requested Council variance will expand the proposal to allow a community center that includes daycare, educational, office and other community-oriented uses. A Council variance is required because the R-3 district does not allow commercial uses. Staff support the proposed uses as no major exterior alterations will be made to the site. Additionally, the requested parking space reduction is supported due to the inclusion of an on-street loading zone for pick-up and drop-off operations.

(43205), to allow a community and daycare center with reduced required parking in the R-3, Residential District and to revoke Ordinance #0815-2026 (CV25-080), passed on March 30, 2026 (Council Variance #CV26-074).

WHEREAS, by application #CV26-074, the owner of the property at 1107 E. MOUND ST. (43205), is requesting a Council variance to allow a community and daycare center with reduced parking in the R-3, Residential District; and
WHEREAS, Section 3332.035, R-3, residential district, does not allow community or daycare centers as primary uses, while the applicant proposes to convert the existing building into a community and daycare center which include daycare, educational, office and other community-oriented uses; and
