Title: To authorize and direct the Director of the Columbus Department of Development to apply to the Ohio Department of Development for a $150,000 roadwork grant to benefit the Grange Mutual Casualty Company expansion in Columbus; and to declare an emergency.
Explanation

BACKGROUND: This legislation authorizes the Director of the Columbus Department of Development to apply to the Ohio Department of Development for a $150,000 roadwork grant to benefit the Grange Mutual Casualty Company expansion at 650 South Front Street in the Brewery District.

This request for authorization is part and parcel of the incentive package approved in October, 2005 for Grange which included an enterprise zone tax incentive (Ord. No. 1726-05) a large employment office incentive (Ord. No. 1752-05) and the creation of a tax increment finance district (Ord. No. 1724-05), all to facilitate the expansion of Grange in Columbus and help offset costs.

The invitation from the Ohio Department of Development to apply for the roadwork grant was received by the Columbus Department of Development in December 2005, which resulted in this authorization request being considered at this time.

Emergency action is requested in order to facilitate the application as soon as possible.

FISCAL IMPACT: There is no cost to the City of Columbus to apply for the Ohio Department
of Development roadwork grant.

Body

WHEREAS, Grange Mutual Casualty Company desires to expand and remodel its existing corporate headquarters at a cost of between $3,000,000 and $4,000,000, construct an additional office building of approximately 200,000 square feet at a cost of between $39,100,000 and $45,100,000 and to build a 1,000 space parking garage at a cost of between $19,400,000 and $22,700,000 on the project site at 650 South Front Street in Columbus; and

WHEREAS, the project is expected to enable Grange to create approximately 800 full-time, permanent job opportunities over the next 20...
