1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with the Kokosing Construction Company in the amount of $635,416.42 for the construction of one sanitary sewer improvement project.
This legislation authorizes the Director of Public Utilities to execute a contract with Kokosing Construction Company, for the construction of the Upper Adena Brook Sanitary Improvements Project. This project will repair and rehabilitate approximately 11,155 lineal feet of 8-inch, 10-inch, and 12-inch diameter sanitary sewer using the Cured-in-Place Pipe (CIPP) process. This project includes the rehabilitation of manholes and perforated manhole cover replacement. This contract will utilize trenchless technology methods to minimize the disruption to residences in the project area and to avoid the costlier method of traditional open trench sewer removal and replacement. Also included in this project is the elimination of a storm sewer cross connection to a sanitary sewer. This work includes the installation of approximately 230 lineal feet of 12-inch storm sewer pipe, replacement of a curb inlet and catch basin, construction of two new storm manholes and the abandonment of approximately 120 lineal feet of 8-inch pipe and 12 lineal feet of 15-inch pipe.
The Director of Public Utilities publicly opened four competitive bid proposals on February 21, 2007. The result of this bid was that Kokosing Construction Company submitted a bid of $635,416.42; Insituform (MO) submitted a bid of $627,003.68; United Survey submitted a bid of $662,621.39 and Reynolds Inliner submitted a bid of $728,156.08. Applying the City's "Quality and Resource Factors" resulted in credits which caused Kokosing Construction Company to become the apparent low bidder.
