Explanation
BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a contract for setting poles and installing overhead conductor necessary for the Circuit 14115 Extension Hague Avenue/Fisher Road to provide service for the existing police academy, the new police academy and a Division of Water pump station. This legislation also authorizes a transfer of funds within the Voted 1995 and 1999 Street Lighting and Electricity Distribution Improvements Fund and an amendment to the 2002 Capital Improvements Budget.
The bid opening was advertised in the City Bulletin and two bids were received and opened by the Director of Public Utilities on June 11, 2003. One bid was from a majority business enterprise, Davis Company, Inc., Contract Compliance No. 311082719, in the amount of $275,000.00. The second bid was from a certified emerging female business enterprise, U.S. Utility Contractor Co., Inc., Contract Compliance No. 341606689, in the amount of $114,039.00.
The bids have been evaluated and an award is recommended to U.S. Utility Contractor Co., Inc. as the lowest responsive bid.
Emergency action is requested in order that the contract may be executed and construction may be completed in sufficient time to meet the construction schedule of the new police academy.
FISCAL IMPACT: This project will be funded from the Voted 1995 and 1999 Street Lighting and Electricity Distribution Improvements Fund and the Electricity Bond Fund. This legislation authorizes the transfer and the expenditure of funds.
