Title: To authorize and direct the Finance and Management Director to enter into a contract for the purchase of three Gas Chromatographs/Mass Spectrometer Systems from Agilent Technologies Inc. for the Division of Police, to authorize the transfer of funds within object levels of the Grant Fund; to authorize the expenditure of $309,243.72 from the General Government Grant Fund and Capital Improvement Fund; and to declare an emergency. Explanation

BACKGROUND: The Division of Police needs to purchase three (3) Gas Chromatographs/Mass Spectrometer Systems to be used for the identification of controlled substances at the Police Crime Laboratory. The prompt acquisition of these instruments will assist greatly in drug identification cases. The Gas Chromatographs/Mass Spectrometer Systems are used to identify the presence of controlled substances seized as evidence examples. Additionally, the equipment is used to process and present evidence for criminal prosecutions, which requires our strict adherence to rules of evidence and established mandatory timeliness.

There is also a need to transfer funds within the General Government Grant Fund.

Bid Information: The Purchasing Office conducted a formal bid #SA005309, which opened on March 20, 2014. Two companies responded: Agilent Technologies, Inc. and Shimadzu Scientific, Instruments, Inc.

Agilent Technologies $309,243.72 Shimadzu $358,174.00

The Division of Police recommends that the Director of Finance and Management enter into a contract with Agilent Technologies Inc. based on their bid being the most responsive, responsible and best bid meeting all specifications.

Agilent is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Contract Compliance No: 77-0518772 expires 3-25-2016

Emergency Designation: Emergency legislation is requested in order to expedite the purchase so the equipment may be placed in service for the Police Crime Laboratory as soon as possible.

FISCAL IMPACT: This ordinance authorizes the purchase of three Gas Chromatographs/Mass Spectrometer Systems with Grant and Capital Improvement Funds. This ordinance also authorizes the tranfers of funds between Object Levels within the Grant Funds to properly align appropriations with projected expenditures.
