Explanation

This ordinance authorizes the Human Resources Director to enter into an agreement for the purchase of compensation consulting service to conduct a market analysis of the MCP Pay Plan. The purpose of this initiative is to improve the City's ability to recruit and retain the key talent required to provide consistent, high-quality services to the constituents of the City of Columbus.

Contract Compliance No: 530181291 is Watson Wyatt's number.

Emergency Designation: Emergency legislation is requested in order to make any resulting changes prior to the annual increase process.

Fiscal Impact: During the 2006 budget process, the MCP market analysis was identified as a priority of the Administration. As a result, $30,000 was added to Human Resources' general fund budget to help cover the cost of this expense. Other expected savings within the department have been identified to supplement this project. The total expenditure will not exceed $46,000.00.

WHEREAS, in order to effectively recruit and retain a quality workforce it is imperative that the City review its pay plan to ensure market competitivness; and

WHEREAS, the Management Compensation Plan (MCP) has not been reviewed in its entirety since FY 2000; and

WHEREAS, Human Resources needs to purchase compensation consulting services in the amount not to exceed $46,000.00 in order to conduct a market analysis of the MCP Pay Plan;and
