Explanation
BACKGROUND: This legislation is to appropriate grant funds from the Ohio Department of Aging for the continued operation of the PASSPORT program for the period July 1, 2004 through June 30, 2005.

PASSPORT (Pre-Admission Screening System Providing Options and Resources Today) provides home care services as an alternative to nursing home admission for Medicaid eligible clients. Services include case management, adult day care, homemaker, meals, personal care, respite, transportation and emergency response. Approximately 2,300 clients are currently being served by COAAA under the PASSPORT program.

Emergency action is requested in order to have funding available in the proper accounts for continued operations.


FISCAL IMPACT: $44,904,000.00 in funds has been made available to the Recreation and Parks Grant Fund.

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds in order to have funds available in the proper accounts so that there is no interruption of Medicaid-funded services for PASSPORT home care clients; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2004, the sum of $44,904,000.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, Grant Fund No. 286, Project No. 518139, OCA 511675, to p...
