Explanation
BACKGROUND: This legislation is to appropriate grant funds from the Ohio Department of Aging for the continued operation of the PASSPORT program for the period July 1, 2004 through June 30, 2005.
PASSPORT (Pre-Admission Screening System Providing Options and Resources Today) provides home care services as an alternative to nursing home admission for Medicaid eligible clients. Services include case management, adult day care, homemaker, meals, personal care, respite, transportation and emergency response. Approximately 2,300 clients are currently being served by COAAA under the PASSPORT program.
Emergency action is requested in order to have funding available in the proper accounts for continued operations.
FISCAL IMPACT: $44,904,000.00 in funds has been made available to the Recreation and Parks Grant Fund.

To authorize an appropriation in the amount of $44,904,000.00 from the unappropriated balance of the Recreation and Parks Grant Fund to the Recreation and Parks Department to provide home care services to older adults in connection with the PASSPORT program in Central Ohio and to declare an emergency. WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds in order to have funds available in the proper accounts so that there is no interruption of Medicaid-funded services for PASSPORT home care clients; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1.
