Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with George J. Igel & Company, Inc., in the amount of $785,284.80; to encumber funds with the Transportation Division for inspection, testing and prevailing wage coordination services in the amount of $120,000.00; to authorize the City Auditor to transfer a total of $158,102.80 within the Storm Sewer Bond Fund; and to amend the 2004 Capital Improvements Budget; all in connection with the Hilliard-Rome Road Relief Storm Sewer Project
2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened five bids on March 16, 2005. Bids were received from Elite Site Development, Majority, $649,277.95 without force account (bid with adjustment for force account is $779,133.54); R.B. Jergens, 31-1207962, Majority, $782,350.20; George J. Igel & Company, Inc., 31-4214570, Majority, $785,284.80; Complete General, 31-4366382, Majority, $826,810.80; and Trucco Construction, 31-1293605, Majority, $923,462.40. The lowest bid was received from Elite Site Development, but the bid was considered non-responsive because Elite did not submit their proposal in its entirety, the proposal bond form was not complete, in that the amount was not expressed in dollars and cents, and they did not include the 20% force account in their bid. The next lowest bidder was R. B. Jergens, but their bid after credits was higher than the next lowest bidder. The lowest and best bid was from George J. Igel & Company, Inc.; 31-4214570; $785,284.80.
3. EMERGENCY DESIGNATION: The Division of Sewerage and Drainage request City Council to designate this ordinance an emergency measure in order to allow for the immediate commencement of these urgently needed stormwater infrastructure improvements during this construction season.
