Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Mainline Fire Hydrants & Hydrant Parts with Core & Main LP., and Ferguson US Holdings Inc. The Division of Water is the primary user for hydrants and repair parts. Mainline Fire Hydrants & Hydrant Parts are used to install and repair fire hydrants and coordinating water lines. The term of the proposed option contracts would be approximately two (2) years, expiring March 31, 2028, with the option to renew for one (1) additional year or a portion thereof. The Purchasing Office opened formal bids on February 5, 2026. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO003264.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ031930). Two (2) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Core & Main LP, Items: 23 - 43, 87 - 92, 98 - 102, 104 - 106, 108 - 153, $1.00

Ferguson US Holdings Inc., Items: 1 - 22, 93 - 97, 103, 154 - 158, 160, 162, 164 - 166, $1.00

No bids were received on items# 44 - 86, 107, 159, 161, and 163, these items will be bid informally as needed.
Total Estimated Annual Expenditure: $$450,00.00, Division of Water, the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract expires on 3/31/2026 and there is a need to provide an uninterrupted supply of hydrants and hydrant parts, an emergency is requested.
