Explanation
BACKGROUND: The Mayor's Office was recently awarded a grant to host the "Mayors Against Illegal Guns Ohio Regional Coordinator." This $75,000.00 grant was awarded by The Joyce Foundation, from the United Against Illegal Guns Support Fund which was created to support the work of Mayors Against Illegal Guns to educate the public and policy makers about the problems of illegal guns and gun trafficking, and for the City Coordinators program of the Mayors Against Illegal Guns coalition. As part of the grant agreement (and pursuant to a memorandum of understanding) a person is to be hired by June 2nd of this year to coordinate the activities of the program. The grant will run for one year, from June 1st 2010 through May 31st of 2011 with the possibility for renewal through May 31st 2012. The grant will be used primarily for payroll and travel, as much intra-state and occasional inter-state travel is anticipated.
As a private grant, these funds must be posted in the accounting system before they can be expended. Pursuant to the memorandum of understanding which accompanies this grant, a regional coordinator must be hired by June 2, 2010. For these reasons, this ordinance must be submitted as an emergency measure.
FISCAL IMPACT: It is anticipated that the grant provided for the aforementioned program will be sufficient for its operation. In the event that it is not, supplemental general fund moneys will be identified from within the Mayor's Office 2010 and/or 2011 budget.

To authorize and direct the Mayor to accept a grant and execute a memorandum of understanding from The Joyce Foundation in the amount of $75,000.00 to host the "Mayors Against Illegal Guns Ohio Regional Coordinator"; to authorize the appropriation of $75,000.00 from the unappropriated balance of the Private Grants Fund; and to declare an emergency.
