Explanation
BACKGROUND: Under authority of ordinance 2104-2004, passed by City Council on December 13, 2004, the City of Columbus entered into contract with Ohio State University Research Foundation for one year, for consulting services consisting of guidance, technical advice, validation and verification of the initial phase of the ColumbusStat project. The ColumbusStat project ultimate goal is to establish a 311 (3 digit phone access) system to improve customer service and collect crucial data regarding the delivery of city services such as trash pickup, potholes, snow removal, traffic light repairs, Council constituents concerns, Mayoral action items, and community concerns. This project requires consulting services that span a wide spectrum of knowledge to include computer science, programming, delivery of government services, measurement of such delivery, and the performance management of delivered services.

Under authority of ordinance 2104-2004, passed by City Council on December 13, 2004, the City of Columbus entered into contract with Ohio State University for one year. After reviewing the current contract for milestones, deliverables and associated metrics, DoT found the need to extend the current contract, utilizing the remaining funds established under ordinance 2104-2004, to continue providing current, as well as additional unforseen, services related to the implementation of the 311 project.

This legislation seeks the approval for a no-cost extension of the existing contract with Ohio State University Research Foundation through September 1, 2006.


FISCAL IMPACT: Funds in the amount of $87,000.00 were positioned for this service under ordinance 2104-2004. There are no additional costs associated with the passage of this no-cost contract modification and extension.
