Explanation
BACKGROUND: This ordinance authorizes the Board of Health to accept and appropriate $1,564,000.00 in grant funds and anticipated fee revenue from the Ohio Department of Health with funds originating from the Health and Human Services Administration for the continuation of the FY26 Reproductive Health and Wellness grant program, in the amount of $763,500.00. Program fees and revenues are anticipated to be $800,500.00.
The FY26 Reproductive Health and Wellness Program will allow for family planning and reproductive health services including contraception, cancer screening and sexual health. Eligible patients include men, women and adolescents.
This ordinance is submitted as an emergency to avoid forfeiture of the grant; to meet the deliverables of the grant; and to avoid disruption of family planning and reproductive health services which aid in preventing the spread of infectious diseases affecting public health and safety;
FISCAL IMPACT: The FY26 Reproductive Health and Wellness Program is funded by the Ohio Department of Health, grant award of $763,500.00 combined with program fee revenues estimated at $800,500.00.

To authorize and direct the Board of Health to accept the FY26 Reproductive Health and Wellness grant from the Ohio Department of Health, in the amount of $1,564,000.00; to authorize the appropriation of $1,564,000.00 and any additional funds from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency. WHEREAS, $763,500.00 in grant funds have been made available to the City through the Ohio Department of Health for the FY26 Reproductive Health and Wellness Program for the period of April 1, 2025 through March 31, 2026; and,
