Explanation
BACKGROUND: This legislation authorizes the transfer of funds between divisions and object classes within the General Fund to align budget authority with projected expenditures.
Emergency Designation: Emergency action is requested as funds are needed immediately to pay outstanding invoices and establish purchase orders for outstanding contracts.
FISCAL IMPACT: $841,561.00 will be transferred between divisions and object classes within Public Safety's General Fund Budget and from Finance's Citywide Account into Public Safety's General Fund Budget. There is sufficient budget authority available to fund these transfers.

Body
WHEREAS, the Department of Public Safety is projecting budget deficits in several object classes within its 2024 General Fund Budget and has several outstanding invoices and contracts that need to be processed; and,
WHEREAS, the Department of Public Safety has a need to transfer $841,561.00 between divisions and object classes within the 2024 General Fund Budget. Funds for this transfer have been identified and are available in several divisions and object classes, including Finance's Citywide Account, as shown in the attachment to this ordinance; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, in that it is immediately necessary to authorize the City Auditor to transfer funds between divisions and object classes within the 2024 General Fund Budget in order to align budget authority with projected expenditures, pay outstanding invoices, and establish purchase orders for outstanding contracts, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,
