Explanation

Section 2.4 of the Collective Bargaining Agreement between the City of Columbus and Fraternal Order of Police, Capital City Lodge #9, dated December 9, 2023 through December 8, 2026, requires that any modifications to the Agreement be agreed to by the parties in writing. Memorandum of Understanding (MOU) #2025-02 amends Article 21 of the Agreement by crediting the prior law enforcement service, as defined in the MOU, of lateral entry police officers and officers reemployed pursuant to Article 21.3 (D) when placing these officers in the pay plan and designating how the officers advance through the pay plan.

The passage of this ordinance indicates City Council’s approval of MOU #2025-02, a copy of which is attached hereto.

Emergency action is recommended in order to allow for expedient implementation in order to immediately credit the prior law enforcement service, as defined in the MOU, when placing lateral entry police officers and officers reemployed, pursuant to Article 21.3 (D), in the pay plan and designating how the officers advance through the pay plan.
