Explanation

BACKGROUND: This legislation authorizes the appropriation and expenditure of up to $325,000.00 of the 2025 HOME Investment Partnerships Program (HOME) entitlement grant from the U.S. Department of Housing and Urban Development and authorizes the Director of the Department of Development to enter into a Subrecipient Not-for-Profit Service Contract with the Community Shelter Board (CSB) in an amount up to $325,000.00 for the Tenant Base Rental Assistance Program and authorizes the payment of expenses starting January 1, 2025.

The City provides annual funding to CSB for their Tenant Based Rental Assistance Program, which provides rental assistance to those who are homeless or in danger of being homeless in our community.

This legislation represents a portion of the appropriation for the HOME portion of the 2025 draft Action Plan, per Ordinance 2968-2024.

CONTRACT COMPLIANCE: the vendor’s vendor number is 004795 and expires 12/10/2026.

FISCAL IMPACT: Funding for this 2025 agreement shall be from the 2025 HOME Investment Partnerships Program (HOME) grant (G442402).
