Explanation
1.0 BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with George Kountoupes Painting Co. for the Westgate West Tank 2020 Painting Improvements Project; in an amount up to $253,000.00; for Division of Water Capital Improvements Project No. 690477-100015, Contract No. 2315.
Funds in the amount of $2,000.00 will also be encumbered with the Department of Public Service for Prevailing Wage services.
Work consists of power washing exterior of a one (1) million gallon capacity multi-leg steel elevated water storage tank, overcoating exterior with an epoxy/polyurethane paint system, interior wet area spot repairs, and other such work as may be necessary to complete the contract, in accordance with the technical specifications, and City of Columbus Construction and Material Specifications as set forth in the Invitation For Bid (IFB).

2.0 ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:
There are currently 37 water tanks in the distribution system and 25 of them are maintained by the City of Columbus, Division of Water. To keep these tanks in optimal condition, tank interiors or exteriors are identified each year to be recoated.
The Westgate West tank exterior needs overcoated, interior coating touch ups, and tank leg footer concrete repairs.
3.0 CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened four bids on February 26, 2020 from George Kountoupes Painting, Clearcreek Coatings, American Suncraft Co., and UCL.
3.1 PRE-QUALIFICATION STATUS: George Kountoupes Painting Co. has met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329. There are no proposed subcontractors on this project.
