Explanation

This ordinance amends the Fire Management Compensation Plan, Ordinance No. 2714-2013, as amended, by enacting Paid Family Leave and removing the Paid Parental Leave and Paid Caregiver Leave programs as of October 1, 2023.

Emergency action is requested for this legislation in order to meet obligations to employees and the department by amending the established compensation plan by September 18, 2023.

Title

To amend the Fire Management Compensation Plan, Ordinance No. 2714-2013, as amended, by amending Sections 3, 12(B), 13(E), 13(F), and 18 and by enacting Section 13(M); and to declare an emergency.

Body

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 3 to modify the definition of "Immediate Family"; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 12(B) to add Paid Family Leave with regard to Legal Holidays; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 13(E) to replace Paid Parental Leave with Paid Family Leave as of October 1, 2023; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 13(F) to replace Paid Caregiver Leave with Paid Family Leave as of October 1, 2023; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by enacting Section 13(M), Paid Family Leave; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 18 to add Paid Family Leave with regard to Family and Medical Leave Act Leave; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Fire Management Compensation Plan in order to meet obligations to employees and the department by amending the established compensation plan by September 18, 2023, thereby preserving the public peace, property, health, and safety, NO...
