Explanation

The Public Service Department, Transportation Division, is in need of a professional services contract to provide general engineering design services in support of capital improvement projects. These projects are selected by the Transportation Division design section and are intended to provide supplemental services to the in-house design staff on an as-needed basis. These projects are yet to be determined but will include minor roadway improvements, drainage improvements, profile grades, surveying, geotechnical and pavement analysis and other required services. A professional service contract for engineering is needed to assure timely completion of the needed plans for this work.

Letters of Interest were received from twenty (20) firms seeking consideration for this project. After review of their initial proposals, ten (10) firms were selected to submit detailed RFP's. Those firms included Burgess & Niple, Columbus Engineering Consultants, Dynotec, EMHT, Jones-Stuckey, ME Companies, Moody-Nolan, ms consultants, URS Consultants and Wd Partners. The evaluation committee determined that EMH&T, Incorporated, contract compliance #31-0685594 (expiring November 30, 2004) submitted the best overall proposal for this work.

This legislation authorizes the Public Service Director to enter into a professional service contract for the design of these minor roadway improvements. The amount of the design contract for the Roadways General Engineering 2003 project is $250,000.00.

Funds for this contract are available from recent cancellations within the 1995, 1999 Voted Streets and Highways Fund. This ordinance transfers $50,000.00 between projects as needed ($200,000.00 already resides in the correct project, Roadway Improvements).

Emergency action is requested for immediate execution of this professional services contract so that the improvement projects may be completed in time for the 2004 and 2005 construction seasons.
