BACKGROUND: The Department of Public Safety, Division of Police needs to purchase two (2) N.I. J Level III Tactical Ballistic Blankets for the SWAT Section. This level III Tactical Blanket will give maximum ballistic and fragmentation protection for a SWAT team. The blanket can be used in protecting a team moving across an open area, against a wall that a threat might be behind, or creating a bunker for an injured individual. Instant Armor, Inc. is the sole manufacturer and marketer of the N.I. J. Level III Tactical Ballistic Blanket; therefore, this purchase will be made in accordance of the provisions of sole source procurement.
The Division of Police is requesting that the Director of Finance and Management enter into contract for the purchase of these Tactical Ballistic Blankets in the amount of $72,153.70 from Instant Armor, Inc. Inc. based upon the provisions of sole source procurement.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Emergency Designation: Emergency legislation is requested to acquire these pieces of equipment as soon as possible for the protection of SWAT team members during barricade situations or raids.

FISCAL IMPACT: This purchase will be funded with Law Enforcement Seizure Funds; therefore there will be no financial effect on the General Fund. Funds have already been appropriated for this purchase.

To authorize the Director of Finance and Management to enter into a contract for the purchase of Level III Tactical Ballistic Blankets with Instant Armor, Inc. for the Division of Police in accordance with the provisions of sole source procurement, to authorize the expenditure of $72,153.70 from the Law Enforcement Drug Seizure Fund; and to declare an emergency.
