Explanation
Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with CAP-STONE & Associates, Inc. for the Greenways Improvements 2025-2026 Project. The contract amount is $451,880.19, with alternates of $266,237.02 and a contingency of $71,811.72, for a total of $789,928.93. An additional $12,500.00 is being authorized for interdepartmental inspections and fees for a total of $802,428.93 being authorized by this ordinance.
The Recreation and Parks Department has built and owns approximately 130 miles of greenway trails. This project is the second round of greenway hard surface program improvements which uses pavement condition data collected for major trails, along with 311 requests and staff reports, to prioritize trail safety improvements. This project will utilize an Ohio Department of Transportation (ODOT) Transportation Alternatives Program grant for partial funding.
This project will improve four sections of the Olentangy Trail and one section of the Scioto Trail. In addition to the trail traffic requirements of the contractor that are part of this project, the Recreation and Parks Department will continue to coordinate internally and with Metro Parks to provide appropriate trail closure routing information to residents.
Vendor Bid/Proposal Submissions:
Bids were advertised through Vendor Services, in accordance with City Code Section 329, on June 8, 2026 and received by the Recreation and Parks Department on July 7, 2026. Bids were received from the following companies:
CAP-STONE & Associates, Inc.: $451,880.19
Strawser Paving Company: $639,924.55
After reviewing the bids that were submitted, it was determined that CAP-STONE & Associates, Inc. was the lowest and most responsive bidder. CAP-STONE & Associates, Inc. and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.
