Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with The Shining Company (contract compliance # 31-1303398, expires 2/4/12) to provide lawn care service on City owned property being held in the Land Bank. The Shining Company was one of two contractors selected that responded to the request for bids (2010 SA003553). The company was selected based on lowest bid, prior experience, and qualifications. Grass cutting services were started under an initial contract for $18,000 in order to maintain parcels held in the Land Bank until such time legislation can be prepared and accepted.
FISCAL IMPACT: Funds for this contract are allocated from the 2010 CDBG Fund ($95,000).
EMERGENCY JUSTIFICATION: Emergency action is requested in order to continue uninterrupted lawn care services in the neighborhoods.
