Explanation

BACKGROUND: This ordinance authorizes the Board of Health to modify an existing service contract with Phreesia, Inc for custom API development for its Electronic Health Record software. The period for the existing contract is August 1, 2024 to July 31, 2026 for an amount not to exceed $59,040.00. The modified dates of the contract will be August 1, 2024 to December 31, 2025 with an additional amount of $24,683.33, making the contract total $83,723.33.

Columbus Public Health was billed for an additional and unexpected annual fee of $59,040. In response, CPH issued a contract termination on November 25, 2025 with the effective date of December 31, 2025. Columbus Public Health has agreed to pay the prorated additional amount of $24,683.33 for five months of use, August 1, 2025-December 31, 2025.

1. Why the need for additional goods or services could not be foreseen at the time the contract was initially awarded. When the contract was awarded for 8/1/2024-7/31/2025, Columbus Public Health believed the total cost would not exceed $59,040. CPH was then billed an additional $59,040.

2. Why it would not be in the city's best interests to have the additional contract requirements awarded through other procurement processes specified in this chapter. NA

3. How the price for the additional goods or services which are the subject of the modification was determined. By vendor-prorated cost for 5-month of use.

Phreesia’s contract compliance number is CC-048837.

FISCAL IMPACT: The contract modification is entirely funded by Columbus Public Health Special Purpose fund and does not require a city match. ($24,683.33)
