Explanation
City of Columbus acquired the parcel from Metro Parks in 2010. Mr. Hummel has farmed for several years this parcel and has an existing lease to farm the adjacent Metro Parks property for 2011. The parcel is in the CAUV program (Current Agricultural Use Value) in Franklin County. Taxes are deferred in this program until the year the parcel is pulled out of the program and no longer used for agricultural purposes. Rent should be saved to pay the taxes at the time Department decides to develop the parcel.

Fiscal Impact: This is a revenue generating contract to be executed as follows: The total annual fee is $4,104.00. The annual rent shall be payable in the amount of $2,052.00 by April 30th of the current term and the balance by December 31st of the then current term

To authorize and direct the Director of Recreation and Parks to enter into a lease agreement with Michael Hummel for the property known as Gender Road Parkland, PID 181-000196, and to declare an emergency.
Body
WHEREAS, on behalf of the City of Columbus, Ohio, the Director of Recreation and Parks desires to enter into a lease agreement with Michael Hummel to farm the property known as Gender Road Parkland; and
WHEREAS, Michael Hummel will farm this parcel, along with the adjacent Metro Parks Property as part of the Current Agricultural Use Value Program until the Recreation and Parks Department is ready to develop; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is necessary to authorize the Director to enter into this lease agreement to meet the schedule for this planting season thereby preserving the public health, safety and welfare; Now, Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
